Harris County — one of the largest counties in the United States — needed to consolidate multiple departments spread across downtown Houston into a single Class A facility.

The process ran over four months. Three properties were analyzed simultaneously: 1801 Smith Street (34-story tower; full ACM stacking plan completed), 919 Milam Street (floors 6–17 evaluated with full floor-plate lobby), and 1111 Fannin Street (ultimately selected). Bi-weekly meetings with the Harris County consolidation team spanning the Public Infrastructure Department, Budget Management, and Real Property Division.
